US Congressman. He was born in Savannah, Georgia, the third of four sons to Continental Congressman and Governor of Georgia Edward Telfair and his wife Sarah Gibbons Telfair. He was educated locally and attended and graduated from the distinguished College of New Jersey (later Princeton College) in Princeton, New Jersey. He then studied law in Connecticut and was admitted to the bar. He commenced to practicing law in his birthplace of Savannah, Georgia, and then decided to run for public service. He ran for a new seat in the United States Congress and was elected. A Democratic-Republican, he then served Georgia's Thirteenth and Fourteenth Congresses from 1813 to 1817. After his term expired on March 3, 1817, he was succeeded in office by United States Representative William Terrell. He died only a year after leaving public office on February 18, 1818. He was first buried on a family plantation, but he was later moved to the Evergreen Cemetery (later Bonaventure) in Savannah, Georgia.
