John F. McMillan was born on a farm near Carterville on March 22, 1874 and lived there until he was 21. He then worked in coal mines until the Spanish-American War broke out in 1898. He enlisted when President McKinley called for volunteers. He served in Cuba during the Spanish-American War with Co. C, 4th Illinois Volunteers until he was mustered out of service in May, 1899. Shortly after, he re-enlisted in the 30th U.S. Volunteers and served in the Phillipine Islands until December, 1900.

He married Ruth Barnes of Hickman, Kentucky in 1915. She survives as well as children, Mrs. Helen Huffman of Carbondale and Mrs. Mary K. Spitzner of Flora. A son, Comm. Franklin B. McMillan of the U.S. Navy, was killed in a plane crash in Italy on July 24, 1954.

Mr. McMillan was a member of the Elks Lodge, United Spanish American War Veterans and the Veterans of Foreign Wars.

He died at the age of 80 at the Marion Veterans Hospital.
