Frank began his football career as a full back with Everton combining the role of secretary-manager with his job as a reporter on the Liverpool Mercury.
He became secretary of Bolton Wanderers in 1896 and was there for two years before becoming Tottenham Hotspur's first manager on 14th March 1898.
His stay was brief as in February 1899 Portsmouth offered more money, so he joined them for two years. He resigned in 1901 and after two years out of the game he returned to manage Plymouth Argyle from 1903-1905.
