Sarah was the daughter of John Whipple and Maria Bowen. She married first Robert P. Swann of Virginia and with him had at least five children, enumerated with her in the 1860 census in Providence. She was married second on 28 July 1857 to William Henry Potter, the son of US Congressman Elisha R. Potter and his wife Mary Mawney.

Sarah was living with her Potter husband and five Swann children in Providence in 1860. On 23 September 1878 she applied for a passport, preparing to travel abroad for pleasure. Her age was given as 61, and her physical description was 5 feet 5 inches tall, blue-gray eyes, light complexion, and now gray hair. In 1880, she and her husband lived alone in South Kingstown. In 1885 William H. Potter was living in South Kingstown and called widowed, but this is certainly incorrect since both a death record and tombstone give his wife's death year as being 1895. Sarah is buried in the same plot as her son, Robert Swann, and near her other children and parents.
